Post-startup readiness asks whether the presence of the data center is increasing or decreasing ethical and technical debt over time — measured through lived outcomes, harm-stack trends, and verified evidence, not contractual compliance checklists.
No score above 6 without longitudinal evidence.
Claims require artifact-backed trend data spanning at least two assessment cycles. Single-point evidence does not satisfy this threshold regardless of quality.
No score above 7 without community-visible impact.
Impact must be observable and attributable at the community level — not averaged into facility-level compliance reports. Heat-map validation required.
Scores of 9–10 require external comparison or recognition.
Exceptional readiness must be validated against peer jurisdictions or independently recognized by a credentialed body. Self-reported excellence is not sufficient.
Readiness scores cannot become narrative skill competitions.
The ability to describe readiness compellingly is not the same as readiness. NADCR's integrity rules exist to prevent organizations from scoring well by out-narrating their evidence gaps.
