A mid-cycle check at the six-month mark. Early operational stress, community friction points, and workforce stability are measured against baseline commitments.

STAGE 05
A full-year assessment that maps stated commitments against lived community outcomes. Operator claims are validated against third-party artifacts and longitudinal data.

Year-over-year operational continuity, staffing standards, and service-level adherence evaluated against the NADCR framework. Results are non-punitive and forward-looking.

STAGE 07
A community-weighted evaluation mapping infrastructure impact against 11 harm stacks. Red means harm is being externalized to households. Color logic is the signal.

Water consumption, energy sourcing, carbon accounting, and ecological footprint measured against verified baselines. Claims without artifacts do not score.

The NADCR Certification of Excellence is a performance-based certification awarded to Data Center facilities that meet or exceed NADCR's established benchmarks for infrastructure readiness, operational performance, environmental stewardship, and community alignment, as verified through NADCR's independent assessment and evaluation protocols.
Contractors and professional service providers must undergo NADCR training and successfully meet established service quality benchmarks through a comprehensive assessment process to receive the distinguished NADCR Service Provider Certification.
NADCR is an independent authority that sets standards and conducts assessments to ensure accountability in data center development and operations. Through certification programs and performance evaluations, NADCR promotes responsible infrastructure growth while protecting communities and supporting informed decision-making.
